New Marketplace Security Updates Now in Place

The Centers for Medicare & Medicaid Services has introduced new Marketplace updates. The updates are designed to reduce unauthorized and non-compliant enrollment activity. Agents and brokers should review these changes carefully, as some processes are now handled differently through HealthCare.gov.
What’s Changed? National Producer Number (NPN) Restrictions
Effective immediately:
- Agents and brokers can no longer add or change an NPN on a consumer’s application directly through HealthCare.gov
- Existing NPNs will remain on applications unless removed by the consumer
- NPN updates can still be completed through approved Enhanced Direct Enrollment agent pathways like IFM Shop and Enroll.
New Three-Way Call Requirements
When completing a three-way call with the Marketplace Call Center:
- All applicants’ Social Security numbers or immigration document information must be provided.
- If this information is not available, the call cannot continue.
- Consumers may still apply online or contact the Marketplace Call Center directly.
Important Reminders
- Agents and brokers must continue using approved EDE pathways and log in with their FFM User ID when assisting consumers.
- Agents and brokers are not permitted to create or log in to a consumer’s healthcare.gov account or access their login credentials.
- Consumers with an SSN must add it to their Marketplace application.
- Consumers without an SSN must provide valid immigration documentation.
