RxDC Fully Insured Average Monthly Premium Data Collection

We recently shared our approach to support group customers with Prescription Drug Data Collection (RxDC) reporting for the 2025 reference year. As indicated in our approach, Blue Cross and Blue Shield of Texas needs to obtain average monthly premium data from our fully insured groups.

What’s next: Beginning next week (March 16), employer group contacts that we have on file will be emailed instructions to submit this data through Blue Access for EmployersSM. This submission can be done by the employer group or a broker (Primary Producer of Record or Delegated Producer with Maintenance Use). The data collection portal in BAESM will open on March 16, and close on Monday, May 4.

The form in BAE gives group contacts easy access to the Centers for Medicare & Medicaid Services’ average monthly premium calculation for the 2025 data collection. CMS outlined the calculation methods in Section 6.1 of this year’s RxDC Reporting Instructions.

Deadline: This data submission must be completed by May 4, 2026. Since CMS requires this data, any employer groups not included in our submission will need to submit their own average monthly premium data directly to CMS by June 1, 2026. Groups should consult their own legal or regulatory counsel for any additional information on this requirement should they elect not to provide data for BCBSTX’s RxDC submission.

This data is not necessary for plans that are not required to submit RxDC reporting to CMS (i.e., stand-alone dental or vision, Student Health, Medicare and retiree-only plans).

Similar follow-up emails will be sent in April to any groups that have not yet completed the data submission.
